COMMUNIQUE ISSUED AT THE END OF THE FOUR DAYS 2ANNUAL CSO AND SECURITY EXECUTIVES CONVERGE 2018 HELD IN KEFFI NASSARAWA STATE, NIGERIA.
The 2″‘ CS0 and Security Executives converge was originally scheduled to hold at Arewa House, Kaduna, Kaduna State. It was rescheduled to New Keffi Hotel, Keffi, Nassarawa State, because of the communal conflict that erupted in Kaduna and its environs. It was held between 25′” and 27′” October, 2018. Four papers were presented by the following resource person respectively:
- Azeez Olaniyan PhD (Department of political science, Ekiti State University, Ado-Ekiti, Nigeria) Ethnic Politics and Insecurity in Nigeria
- Akeem Bello (A Research Associate with Southern University, Baton Rouge, Louisiana, USA) Community Policing and Security Provision in Nigeria.
- Baba Abubakar Bashar and lwuala Ofoegbu (Nuclear Regulatory Agency of Nigeria) The Role of Nuclear Energy in National Security
- Muhammad Ali (Centre for Human Resources Development and Empowerment Initiative, Kaduna) and Dr Chukwuma Okoye Farmer-Herders Conflict: A Case Study of Southern Kaduna, Nigeria.
There were also two round-table discussions as follow:
- Kidnapping and Ransoming Challenges in Nigeria moderated by Amer Olaniyan PhD
- Internal Security Threats and Strategies of Mitigation: A Case Study of Organisational Security Threats moderated by Dr Muhammad Ali.
The following resolutions and recommendations were made at the end of the security converge:
- Comprehensive incorporation of community policing in the police strategic architecture is vital to the enhancement of security provision in Nigeria.
- The security architecture of Nigeria should be re-engineered to enhance synergy among the security agencies for improved security.
- History should be a core subject in the school curriculum in Nigeria. This will assist Nigerians to understand each other in order to rise above the menace of ethnicity.
- Politicians should stop using the instrumentality of ethnicity, religion and others to divide Nigerians for selfish gains
- State of origin should be replaced with state of residence to strengthen unity among Nigerians.
- Code of conduct should be enacted for media practitioners and stringent penalties should also be applied to violators of the code most especially in relation to hate speech and fake news.
- Nuclear regulatory agency of Nigeria should be strengthened to prevent disastrous security challenges.
- Most of the herder-farmers conflicts were politically motivated. State government should be proactive in responding to early signs of conflict between herders and farmers
- Nigeria Justice System should be re-engineered to provide Justice as and when due to Nigerians. This is considered as vital to enhancing security challenges in Nigeria.
- Private security guards should henceforth be certified before engagement by relevant organisations.
